Mike Winters, representing TLC Investment Enterprises, LLC, requests Final Subdivision approval for Phases 7B and 8B of the Crossings at Lake Creek, a proposed residential subdivision consisting of 21 single family home lots on 5.41 acres in Section 3, Township 4 South, Range 5 East in the Residential Agriculture 1-acre (RA-1) zone. Consideration of a proposed code amendment to Section 16.15.17 regarding minimum lot frontage in the JBOZ (Jordanelle Basin Overlay Zone). The current code requires a minimum frontage for detached single family lots of 70 feet. Current code does not address how to deal with attached units on individual lots. Nate Reeve, representative for Jamie Mackay, is requesting Final Plat approval for the townhouse portion of Phase 1A of Benloch Ranch. The detached single family portion of the plat was approved at the September 10th Planning Commission meeting. This proposal is for Final Plat approval of 116 townhouse units. The entire Phase 1A consists of 172 units with the mixture of detached single family and townhouse units. Benloch Ranch comprises the former master planned projects referred to as Talisman, Highlands at Jordanelle and a portion of Jackson Fork. The proposal contains a total of 2,345 acres and up to 2,046 Equivalent Residential Units (ERU’s). The proposal is located south of the east side of the Jordanelle Reservoir and on the south side of Highway 32 west and adjacent to Victory Ranch in Sections 1, 2, 3, 10 and 11 of Township 2 and 3 South, Range 5 East in the Jordanelle Basin Overlay Zone (JBOZ). Amendment to the Wasatch County General Plan Policy 16.2.4 regarding small culinary water systems. This amendment is necessary due to Ordinance 20-10 that would allow wells on properties that are less than 5-acres. Ordinance 20-10 was forwarded by the Planning Commission to the County Council with a positive recommendation on June 11, 2020. The County Council continued the code amendment ordinance on July 15, 2020 so that this General Plan amendment could be heard by the Council at the same time as the code amendment.
